I've had some of these cheaper fluorescent screw in bulbs go out
with a snap and some smoke. Therefore I won't put them in
fixtures which are hard to get at just in case.

also Clifford's theory of screwing a 20 amp fuse into a light
fixture and then replacing the switch with an outlet could work,
but if the new fuse, which is now in the neutral, happened to
blow before the panel fuse or breaker, you'd possibly have an
appliance floating on a hot lead.  This is a really bad idea.

fuses in the powerline neutral are asking for a shock hazzard.
