Dear Sarah:
    If your washer is on the same circuit as the light, a dimming of the light 
at start-up or when the washer is starting to turn, is not a huge worry.  I 
would have an electrician check out the breaker box, as there should not be any 
noise coming from it just because your washer is in use.  
    There are a number of breaker boxes on the market which have failed and 
caused fires, and an experienced electrician will likely know which ones need 
to be replaced.  The other suggestion already given to check for loose 
connections is also a good one.
