Hi John,

Is it just the head too large or the entire screw too large?

If you need to enlarge the hole all the way through I recommend getting a 
fine round file and a little patient stroking.

You could do it with a drill but fudging a slot that way isn't generally too 
satisfying and can crack some of the more brittle plastics.

If it is the recess for the head you need to enlarge only to partial depth 
then either a forstner bit with depth set and advance very slowly with a 
drill press assuming you have access to one or you  could depth set a 
suitably sized cutter in a plunge router with everything very securely fixed 
in place might do.

Partial depth retro cutting can be difficult.
