Well, I am sure you have thought of the following ways to keep grass from around the fence, but I'll toss them out anyway.
Railroad ties, gravel, cement blocks, mulch, How about you lay down a nice unhealthy dose of fuel oil, then a layer of black plastic, then the ties / block / mulch / gravel.
