  there are other people on here better suited to answering your battery
  question but I will say, I believe it is more than just hitting a battery
  with DC to recharge it. I believe batts have different charge profiles
  and since not all batts are smart, the charger has to be smart for them.

  There are the RayoVac IC3 batteries which actually have a chip in them
  which makes them smarter than the average battery. I like those because
  their charger allows you to charge them up in 15 minutes.
