Actually the best thing would probably be to fill with expanding concrete 
from both sides but I was thinking more to fill with something like foam 
before attempting to cover over with tar. Tarring over a crack cannot work 
unless maybe one heats heavier bitumen and forces it into the crack but just 
as driveways soon fail so would that.

Up here we have a lot of trouble with cracking basements. The only strategy 
that really works to keep water out is to keep it away from the 
building.even undamaged concrete will permit water to pass through it is 
porous. While applying tar to the exterior is a long traditional 
waterproofing method so too has it been a long traditional failure. One 
would need to reapply it at frequent intervals like treating the timbers of 
old wooden ships.

After using foam one would usually cover with some appropriately flexible 
calking or other similar material, Clifford recommended I think a fiberglass 
and resin material which might well be made to bond to the concrete but it 
is my limited experience that nothing really bonds to concrete all that well 
for very long. bits of the aggregate seem to shed all the time along with 
what ever else is stuck to them until the union ultimately fails.
