Maybe she does!  Just what the difference is, if any, I don't know.
A rotary hoe has the hoe out in front and it goes over and over, not around and 
around like a lawn mower.
Before I found out that the Garden Master didn't have a clutch, I had a 
mechanic change the hoe so that I could pull the machine rather than push it.  
Only by pulling it backwards could I be sure of what I was hoeing up.
I have been told that a tiller does have a clutch, so I might enquire about 
that, but the fly in the ointment is that they are much more expensive than a 
hoe.
