Well, I finally got it all cleaned up. A friend gave me an auto product to try. It was called no-dull and is for cleaning aluminum wheels. It is like cotton with a chemical added. This cleaned all but a few spots and some find sanding pad with mineral spirits cleaned up the rest. After I gave a liberal coat of slip as recommended by Grizzly the manufacturer of my saw. Also while talking to them about suggestions for cleaning I asked them about the twist belts. They told me that it would significantly cut down on the vibration. If I used my saw every day I probably would not have the problem. The belt tends to take the shape around the pulley and causes vibration. They have a belt for $30.
