I think the point is that it gives you the finer measure. You can run the tape 
out to say 3 feet but the next mark is 3 foot 6. If the actual measure is 3.54 
and 5 16ths you couldn't measure that without the ruler.

Now I don't have one of those and probably don't want one but that is my 
understanding.
