I think in the U. S. we require a 6 inch drop.  The theory is to keep gas 
fumes from migrating into the house where open flames may be present.  Helps 
some with carbon monoxide too I think.  If gas water heaters and such are in 
the garage area seems like they need to be 18 inches off the garage floor. 
Again gasoline fumes.
