It is a table.  The first column is the penny weight, 1d 2d 3d ...
the second column is the length of the nail, the quote mark is the inch 
identifier.  So, in your line below, 1" means it is one inch long.

the third column is the wire gauge, so is a reference to the diameter of 
the nail.  No 15, means gauge number 15.  The higher the gauge the thinner 
the nail.

The forth column is the number of nails per pound.  So, 845 means there 
are 845 2 penny nails in one pound.
