I'd be giggling about the weird relationship between Jim's
'duck" message and this recall, but what's this crud
about replacing a fuse to fix a speedup problem?

Sounds like they're too cheap to fix the problem so they put in a lower 
capacity fuse so it'll blow when the problem occurrs.   

If I had one of these units I'd be yelling my head off at the maker and CPSC
having the fuse blow so the thing stops presumably is nearly as bad as
speedup.

Sounds like a crock of baloney  to me.
