If you have to add power steering fluid, once again mopar has their own special crap to add. I do believe it is the same ATF+4 that they use in their transmissions. Michael

You don't even have to be moving to try this. Another couple of ideas are possibly the transmission filter being somewhat plugged or low fluid. That is a low rating on the look for list but a possibility. The other thing I've heard do that is the timing belt. At this time of year belts get a bit stiff sitting out in the cold and a timing belt can whine when starting the engine and it will go away as it warms up and becomes more flexible. I'd try the pump first. Just see if it makes a different sound when you turn the wheel. Don't turn it full to the locks because that makes the pump work extra hard and it will definitely change pitch at that point... Just a nice big swerve in each direction to see how the sound is effected. Usually there is a sign of some sort to tell if the pump is getting ready to die. A special noise they make, or some dripping. Not likely the dealership pumped it up to 30 pounds and blew the seal around the pump shaft.
