How old is this furnace? Is it a closed combustion unit, the sort with two pipes that penetrate through the wall or does it exhaust up through a chimney?
Usually short cycling like that in the closed combustion units is either because one of either the intake or exhaust is partially obstructed, I sometimes have trouble with snow covering mine or even the odd leaf getting sucked in, or the flame isn't properly igniting, often a sparking ignition problem or an adjustment or a dirty igniter or a partially blocked jet, that sort of thing tripping out the safety devices. If a conventional sort of furnace there are a variety of other possible issues.
