How old is this furnace? Is it a closed combustion unit, the sort with two 
pipes that penetrate through the wall or does it exhaust up through a chimney?

Usually short cycling like that in the closed combustion units is either 
because one of either the intake or exhaust is partially obstructed, I 
sometimes have trouble with snow covering mine or even the odd leaf getting 
sucked in, or the flame isn't properly igniting, often a sparking ignition 
problem or an adjustment or a dirty igniter or a partially blocked jet, that 
sort of thing tripping out the safety devices.

If a conventional sort of furnace there are a variety of other possible issues.

What ever the case, it sounds like it needs professional service.

  For those of you handy people out there, what might it mean if the furnace 
  has trouble turning on, after it's been off for a little while?
  We've noticed that our furnace will turn on, turn off, turn on, turn off, 
  etc. It doesn't even stay on for a few seconds. Finally, after several 
  times of doing this, it does eventually turn on and stays on for a time, so 
  the good thing is that the house is warm and it's still heating properly, 
  when on.
  We have the utility company coming out to look at it, but I just wondered 
  what some opinions on this might be.

  I just also found out that our light and gas bill increased significantly; 
  the gas portion was $358, and the electric was $183. Normally, our electric 
  is about $70, so I asked that they come out and read the meter for us.
  This sounds way too out of range!
