Take a pliers and try to move the blade shank to see if it is rusted and needs
oil or has a dead spot.
As far as the brushes are concerned, there are two half inch diameter
plastic screws on top and bottom near the handle. These are covers for screws
that hold the brushes in. They are spring loaded and will move out if good and
can be pulled out.
If it ran the last time you used it, might just be corrosion.
