the only one I've found is the jug shaped ones that are a water timer. 
They can be set to count down. They have a raised arrow and notches all 
around the top as for setting.
My thoughts are to turn the water on from inside, which will allow the 
water to then begin spinning the mechanism in the timer, and it will shut 
off as set.
That way you don't have to go outside.
More work than some like; but I've not found any of those others to be 
accessible.
