I did something similar recently, but I didn't have the problem of the dry 
wall over the top of the base board.  I just cut it very tediously with a 
hand saw.  You could do the same thing, getting 5/8 inch of the way 
through the base board.  Then, you could either just continue cutting and 
cut into the dry wall, then patch it later, or try and chisel your way 
through the last 3/8 of the baseboard.
