Agreed that this is a difference. If a developer wants the result to flow
through fragmentation, they'll have to use the second alternative I
suggested.

But in terms of web compat, I don't think this situation is anything to
worry about (e.g. I didn't see any fragmentation when reviewing 25 random
sites linked to from chromestatus.com).
