A transfer list is consistent with the approach taken by structuredClone <https://developer.mozilla.org/en-US/docs/Web/API/structuredClone> and postMessage <https://developer.mozilla.org/en-US/docs/Web/API/Worker/postMessage>. And it's already a part of the WebCodecs spec.
