The ServiceWorker spec has been landed, but the changes on the Fetch
spec and resource timing spec are not landed.
This is because the fetch spec requires "At least two implementers are
interested (and none opposed)", which we are still waiting for.
The resource timing spec has been reviewed, but is waiting for the
fetch spec to be landed.

Summary
Adds timing information for ServiceWorker Static routing
API, exposed in navigation timing API and resource timing
API for developer use. Service Worker provides timing
