Per https://www.chromium.org/blink/launching-features/, experimentation on
1% requires an approved intent to experiment, which you currently have due
to Mike's approval on Mar 6. In other words, you're free to experiment up
to 1% without additional approvals. Experimentation with higher percentages
requires 3 LGTMs and a justification since these cases are considered
exceptional. Please let us know if that's what you are seeking. If you're
reaching high usage, I personally recommend that you consider and expedite
shipping the feature instead.
