With this situation in place, running spd-say with a string of text in quotes does speak that string of text. So spd-say is not a valid test for speech-dispatcher if making that run and talk should indicate the package can start up under systemd.

I can't get speechd to start under systemd. The program errors out and the entries in journalctl -xe and systemctl status speechd are a waste of time to read since those provide no clue as to the reason for the error. Error code is 1.
