All those commands worked for me to build the DECTalk software itself,
but in order to make dtk-generic, which is the DECTalk speech-dispatcher
module, appear in Orca's list of speech synthesizers, I had to run one
more command, also from the src directory:
sudo make install
Then I restarted Orca and the dtk-generic module appeared. Hope this helps.
