#482: Expose TODOs from the code base in the UI

The issue tracker is currently relatively divorced form the source code it
helps steer. This suggestion is for someone to build a widget that exposes
TODOs (and maybe comments) that are found in the source code via the UI.
This will make it less likely that a TODO gets missed because the file it
is in hasn't been worked on for a while, and it makes the status of the
source code more obvious to those not directly looking at it.
In projects where creating tickets can be a big overhead because of the
processes and requirements involved, this may also make it easier for
developers to avoid creating them while still allowing project managers
etc to track their progress.
