Do we really want the scrollspy to be hidden when it is at the top? The
discontinuity on scrolling does not look fantastic to me and we lack the
navigation it provides.
I am currently looking to apply the patches associated with this - I
have some small usability or aesthetic concerns but I think we can fix
them shortly.
