sure, just create a container div that holds your container div (i.e.
#outer-container) make it wide enough to hold your container and any
elements you want your container surrounded by, set the margin:0 auto, set
the background-image to whatever (you could set up a repeating image for
your border or a static fixed height image) and you should be all set.
