The easiest cross-browser technique is to put an iFrame in the area you want
scrolled content.
Yes, IFrames are so 90's but they are coming back in style in the CMS world.
I haven't done this myself, but I believe you could set overflow and scroll
properties that would produce the result you want, but that the result is
highly inconsistent browser-to-browser. Great in theory, but the
cross-browser issue is why I haven't even attempted it.
The alternative is to use accordion style tricks via jQuery and javascript
scrollers.
I'm sure others will chime in.

Is it possible to use position property to fix one column in place while
allowing another column to freely scroll vertically?
I'd like to have one column with image thumbnails that can be scrolled
up and down and selected while another column with the chosen image
displaying full size not move while scrolling the other column. Click on
a thumbnail and the chosen image (actually the chosen image page) will
appear in the large column. Something like a span-6 and a span-18 last
within a span-24. The span-6 can scroll but the span-18 will stand still.
Can this be done without scripts and with just css, html and Blueprint?
