No, no, the original contributor - the person who developed the patch
(either for code or documentation) - needs to attach the patch to the
jira issue and this person also needs to grant us the permission to
use it by checking the ASF license box.

We keep strict records of the origin of all code, and - as you have
already learned - checkin by proxy is not allowed.
However, committers can take JIRA attachements and commit them. In the
commit log they note where the code origins from.
