Currently the cluster status object reports on the status of what servers are
online, what tables are online, etc. This object is backed by ZooKeeper and
needs to be very fast internally for performance reasons. So it is cached, but
this cache is not behaving well during that table creation process (reports of
issues). So I feel like the implementation needs to be reevaluated.
