It'd be nice to use the MiniCluster for testing on the same box that you happen
to have a Blur instance also running. I *think* letting
startControllers/startShards take advantage of the BlurConfiguration's
blur.shard.bind.port and blur.controller.bind.port would do the trick.
Currently, we ignore these settings.
