the plan is indeed to start the proposal and nomination process soon, followed by the vote, so things are clear as soon as the foundation exists as a legal entity. We're just sorting out the voting process, and then we can start. Ideally, the future BoD can also cooperate with the existing SC, so they get to "know how it works". That's better than a "hard cut".
Maybe wait for the next MC meeting and freeze the eligible membership pool at that point(1). (the bylaws call for a 45 days notice minimum, and we must have the election done before Sep 28th (the one year anniversary of the 'public' launch)).
The MC is supposed to call for a final date, so people have enough time to apply, but indeed, I propose a fixed day where membership processing for the upcoming vote has to be done.
