David added the SVN account for me this evening (thanks David!), and I've been 
able to checkout.  I plan on checking in the current working group draft soon 
after doing a round of sanity checks on it.

You're right that for future working groups, this sort of thing should happen 
at the beginning of the process.  Thanks for pointing that out.
