Yes Bill that can change. We already lost CW spectrum on 80m to all but Extra Class hams.
VEY important to NOT let them grab parts of 40m that are nowunder consideration for being taken away from CW. Most notably 7100 - 7125 kHz. Also! USE IT OR LOSE IT applies here!
