It should be controlled by the work creation. Just as <rsc_fpops_est> is
used to estimate how long a task will take, <rsc_fpops_bound> controls how
long BOINC will allow it to run. The bound does not use the duration
correction factor though, while the estimate does, so it is quite possible
to have BOINC kill a task before the estimated time has been exceeded.
