Actually not.
Fast system will lose bigger % for boinc client house keeping than slower 
one, if housekeeping ~number of tasks.
Faster system just has more tasks in queue to meet same cache in number of 
days. Current fast many-CUDA hosts hold few thousands tasks in cache. It was 
shown on SETI forums that in such cases BOINC internal housekeeping can 
occupy whole CPU core (!).
