So, the question is: for what reason BOINC still maintain credits still?
This question should be solved before any measures to improve or change 
credit estimation/reqarding could be done.
Do we need credits and if "yes, we need", for what purpose we need them now 
?

Yes, it seems so.
But again, from "economic" point of view it can stimulate participant to 
invest in more new and fast hardware if he still wanna stay on ladder's top. 
Again, it's good for project :)

Unfortunately, it's impossible to compare new participants to old ones 
"fairly"
For example, someone started to participate ten years ago, when just NO ONE 
had even quads.
He spend pretty big money to buy good PC for 24/7 crunching in his favorite 
project.
He participated all these ten years, but just he can't spend more money on 
PC upgrades from that time.
And compare this one to new participant, let say scool boy who decided to 
install BOINC with the same project on his donated by parents new i7 (that 
can even cost less than i386 some time ago!).
This scool boy will outnumber in credits our old participant in ~few months! 
Ten years of truly serving and few months between playing WoW ;)

What "fair" in that ? I see nothing even near to "fair" here.
And actually I see no solution for this dilemma. That's why I think "total" 
credits even less useful than RAC.
