Is there any way to get around the dependency for 10.3.9?

I'm trying to compile boinc on snow leopard and am getting the following:

Building BOINC under System 10.5 or later
ERROR: System 10.3.9 SDK is missing. For details, see build instructions at
boinc/mac_build/HowToBuildBOINC_XCode.rtf or
http://boinc.berkeley.edu/trac/wiki/MacBuild

Using xcode 3.2, 10.3.9 is not available anymore. Is it possible to compile
without it?
