its just been moved out of the main trunk, i.e. svn co http://boinc.berkeley.edu/svn/trunk/depends_projects/zip
although you'd have to edit the configure.ac & Makefile.am in boinc so it finds the zip subdirectory (and the zip & unzip subdirs) so that it will build properly.
