It's called elapsed time, but is in units of seconds/flop. When a task is
validated, the reported run time is divided by the original rsc_fpops_est
provided by the work generator and that value is applied to the average. It's
an exponential average, after a host has 20 completed the adjustment is 1/100
of the delta from the previous average.
That et average is simply inverted and scaled down by 1e9 to give the "Average
processing rate" value shown on a host's application details display.
