I think that prior uninstallation should not be necessary, even with 5.10.13 (although I do not remember, since which BOINC version it surely was not necessary). You can off cause try it (and it might help, or you may end up with no installed BOINC at all, because...)
However I suspect this error has nothing to do with BOINC, but with Windows' core (and beyond my knowledge). Can you install other applications without problems?
