Probably the easiest way to do this would be to run the standard installer and install as a service.
After install run a batch file that deletes boincmgr.exe and drop two pre-configured files (acct_mgr_url.xml, acct_mgr_login.xml) in the BOINC data directory (C:\ProgramData\BOINC). You could also delete the skins directory and locale directory in the executables directory (C:\Program Files\BOINC).
