What about a task that continues running, never ending? One that goes
to e.g. 1000% and still continues to go?
Or one that has been running for several days, while others like it
run for minutes or hours? You want these to continue running?
What if that happens on a system where the user doesn't look in BOINC
every day?
Then it can easily happen that one or more tasks stay on the system
until after the deadline and only then may BOINC kill it/them in your
view.

So that's what the TIME_EXCEEDED kill is for. When a task takes more
fpops then given in the <rsc_fpops_est> value, kill it as else it may
be a runaway process.
