When attemping to load the all_projects_list.xml file into a .NET
XMLDocument, the following line causes an error due to missing quotes
around the contents of the attributes:
<home><a href=http://rechenkraft.net/>Rechenkraft.net</a>, <a href=
http://stuttgart.dglr.de/>DGLR</a>, <a href=http://selfnet.de/>Selfnet</a>,
and <a href=http://shackspace.de/>shack</a></home>
An anchor requires quotes around the href attributes values and should be:
<home><a href=http://rechenkraft.net/>Rechenkraft.net</a>, <a href="
http://stuttgart.dglr.de"/>DGLR</a>, <a href="http://selfnet.de/";>Selfnet</a>,
and <a href="http://shackspace.de/";>shack</a></home>
