I decided to call it <no_intel_gpu> instead of <no_intel>,
in keeping with elsewhere.
This requires a recompile of the scheduler.

Actually there's already code for that;
it's been in the client since 7.0.40 or so.
It uses XML elements like
<no_rsc_apps>intel_gpu</no___rsc_apps>
(the GPU type is data rather than part of the tag).
The scheduler code to send these tags was mistakenly disabled; I fixed this.
Check out the latest server code and things should work; let me know if not.
