the graphics related parts of the BOINC API: if libGLUT and friends
**ARE** installed, but jpeglib.h is missing, the configure script will
output a warning saying "continue building the non-graphical parts of the
BOINC API", but in fact it will still try to build boinc/api/gutil.cpp ,
which must fail w/o jpeglib.h.
The problem and a suggested fix are illustrated by the attached patch
