I would not mind if the uploads are done with some delay in between in the 
situation you described. Imagine a situation when a bigger project can't accept 
uploads for some time (say up to several days) for whatever reason 
(maintenance, HW failure, ....). In the meantime hosts can accumulate 100s of 
completed results, and while BOINC will only try to upload so many files 
simultaneously, thousands of hosts trying to upload 100s of results in a very 
short timespan after the upload server comes online again can overwhelm the 
server.
