The different seems to be how Mediawiki is including its own stylesheet.
On the one that works, it uses HTTPS:
<link rel="stylesheet" href="https://boinc.berkeley.edu/w/load.php? ...

On the one that doesn't, it uses HTTP, and the browser ignores it.

I can't figure out why it does this.

say "This page is trying to load scripts from unauthenticated sources" (Google
Chrome) or "Only secure content is displayed" (Internet Explorer 11).

Both browsers do allow the user to display the proper formatting by clicking
'Load unsafe scripts' or 'Show all content' respectively, but that isn't really
