The WxWidgets default (I believe) is to put the lock file in the user's home 
dir,
so it is a per-user lock.
If the file starts with . it's hidden.

It needs to be a per-user path because we do allow multiple instances (one per 
active user) during fast user switching on the Mac.  I'm not sure what happens 
on Windows, perhaps Rom can say.

All the per-user BOINC Manager files (stdoutgui.txt, stderrscr.txt, etc.) on the Mac go 
in "~/Library/Application Support/BOINC", which is the Mac convention for 
user-specific files created by applications, so this seems like a reasonable place to put 
the lock file.

The functions for reading/writing config info
(like window size and position) are members of the class WxConfigBase.
