I was unable to reproduce the problem, on Windows 10 x64 Build 10240. Also, your screenshots do not match the steps you gave -- you instructed to sort by Progress Descending first, and then Project Descending second ... yet your screenshots show that Progress Descending was the last thing sorted.
It would help considerably if you tested to remove any unnecessary steps, and then also work to be clearer on the required steps to reproduce.
