This may be an IE 11 problem. IE 11 will not show captchas on many websites, such as Manning Publications, Kaggle, Mathematica.stackexchange.com, and HGST.com, although it is true that a "sorta" captcha, a small patterned patch buried in the frame at the top of the page, allowed me to log in the last time I went to Mathematica.stackexchange.com. So, it must be repairable.

Uh, no. It happened on any project running the current BOINC web code. The fix turned out to be this: On IE11, pages using recaptcha (like profile edit) weren't showing the recaptcha. On reloading, it would appear. Mysterious.
